Turkey vulture, locally called buzzard, having a moment's rest on top of a tree stump. Water is flowing down the hilly and he took a few sips. They are a common sight spring to fall. They are not predators and pose virtually no threat to healthy animals or pets (note that they don't have talons as most birds of prey do) since they subsist exclusively on carrion, sometimes on rotten vegetables and plants. By eating carrion and rotted vegetation they help clean up the ecosystem.
