European paper wasp (Polistes dominula) visiting fennel flowers for nectar. At first I thought it was a bee, but reverse image google look up results showed it was a European paper wasp, a recent import that aggressively spread its range from the East Coast to the back yards of many Oregon homes.
Regarding fennel flowers, they are edible to humans and can be used as garnish. Fennel seeds can be chewed on after a meal to improve digestion, and fennel seeds, leaves, and flowers can be steeped to make tea.
