This is a male Gadwall. The Gadwalls are what we call "dabbing" ducks. They tip forward to feed on submerged vegetation without diving. They are migrants here in Southern California during the winter and may select their mates at this time. Gadwalls are monogamous and start breeding after their first year which is generally in the fall.
