This is an American White Pelican. It is the largest aquatic bird in N. America. The birds soar with incredible steadiness on broad, white and black wings. On the water they dip their bills to scoop up fish. This is a male and you can tell it is in breeding season by the "horn" that is forming on top of its bill near the tip. In the water, the birds are pure white and generally only see the black on the wings are they are flying.
