Brave hawk - actually a harrier I believe, buzzing this pair of mature bald eagles. Might be a territorial spat - the eagles were riled but never reacted to ward off the heckler except for squawking, loudly. I know this tree is home to these eagles for some time now, so maybe it's just sport heckling.
