A 22 degree "Moon ring" or "winter halo," created by refraction of moon light by millions of hexagonal ice crystals. More specifically, the average angle is 21.84 degrees; 21.54 for red light, 22.37 for blue light. This wavelength dependent variation in refraction causes the inner edge of the circle to be reddish while the outer edge is bluish. (Wikepedia, article "22o halo"). The red planet Mars appears just to the east of the halo.
