This is commonly called a Sea Biscuit and is fossilized. It's a member of the echinoid family which includes sand dollars, starfish sea urchins and the like. This particular specimen is from the late Cretaceous period ~450 million years old and found in the Pee Dee Formation. In other words on the North Carolina beaches.
