This is Costus spicatus, also known as spiked spiralflag ginger or Indian head ginger, a species of herbaceous plant in the Costaceae family. It is native to the Caribbean (including Dominica, Guadeloupe, Hispaniola, Martinique, and Puerto Rico).

The shrub is found at the ground level surroundings of my flat. Took a picture of this while I went for my regular morning walk.
