My kids and I have been seeing a whole lot of rainbows recently here in NW Washington State. I saw your red rainbow from Bellingham in the news. This is a circumzenithal arc, which is shaped like an eye. They are usually shaped like a smile. They are not common, but aren't really rare either. Most people don't see them because they are usually near the sky's zenith, out of where most people look.
I have many more rainbow pics. My kids know I like them so they tell me whenever they see one.
