The Moon is at Last Quarter, yet the Terminator is far from the Lunar Meridian. This is because the Moon is at maximum + libration in longitude. If the libration were zero, the Moon would be rotated to the right and the Terminator would be at that yellow line. See how that works.
Note that the Meridian is just West of the Lunar "V" (at the bottom of the image).
