I believe this is a circumzenithal solar arc, also known as an upside-down rainbow. I walked outside, looked up, and saw an odd and stunning rainbow centered on the zenith. It was gone in a few minutes. The colors were more striking to the eye than in the photo, of course.

Coincidentally, I once wrote a Star Date script about Halos, Arcs, and Glories. ;-) Hi Debbie!!!
